While deep learning has revolutionized artificial intelligence in recent years, its limitations in reasoning, generalization, and autonomous goal-setting have become evident. A new theoretical framework, proposed by Dongwei Hu of the 54th Institute of China Electronics Technology Group Corporation and Xiaolu Feng of Shijiazhuang No.2 Middle School’s Experimental School, offers a compelling roadmap that places brain modeling at the heart of artificial general intelligence (AGI) research.

At its core, the framework treats the brain not as a monolithic processor but as a dynamic, multi-layered decision-making system shaped by evolution, experience, and internal states. Drawing on experimental findings from neurobiology and behavioral science, Hu and Feng argue that understanding the brain requires more than simulating neural networks—it demands a functional blueprint that accounts for perception, memory, emotion, planning, and action in an integrated loop.
One of the paper’s central insights is its emphasis on reinforcement learning as the computational engine of conscious decision-making. Solving this remains a major open challenge.
The authors also delve into the origins of motivation and goal formation. They argue that goals don’t emerge in a vacuum; they stem from physiological needs (e.g., hunger, safety) processed by the limbic system, particularly the hypothalamus and amygdala. These needs generate “latent motivations,” which the prefrontal cortex translates into concrete, actionable goals. Moreover, the brain’s “world model” resembles a dynamic knowledge graph, suggesting that future AI systems might integrate structured symbolic knowledge with neural learning.
Despite these advances, the paper candidly acknowledges the field’s unresolved questions. How exactly does memory guide planning? How does the brain decompose problems autonomously? What neural mechanisms underlie the transition from motivation to goal? And how can we build systems that operate robustly under partial observability? These “highlighted problems” represent fertile ground for future research.
The implications extend beyond AI. A validated brain model could transform the treatment of neurological and psychiatric conditions. Parkinson’s, Alzheimer’s, epilepsy, and depression all involve disruptions in the very circuits—prefrontal cortex, hippocampus, amygdala—that Hu and Feng’s framework seeks to understand. By simulating disease states in silico, researchers could test interventions before clinical trials, accelerating therapeutic development.
